Currently I am using a Python tag to read a C4D User Data container item, and pass that to a predefined override to control things like a specific node's render visibility or a light's intensity. Is there some way to set up overrides directly in the python tag without having to first specify it in the 'overrides' tab of the procedural?

You mean the new 5.1 parameter override in the Arnold Procedural? You should be able to setup that from a python script. I'll show you an example later, if that's what you're looking for.
