I am running arnold via kick.exe & using procedurally generated .ass files. I often use one RTX 4070 SUPER for GPU rendering and it usually works (I can make it fail by leaning on transparency and motion blur and so forth, but most of the time it works.).
The problem is that when I added a second 4070 SUPER it appeared to fail the license test, I presume perhaps that it is requiring a second license for the second GPU. Both GPUs are in the same system/chassis, which is an AMD 7950x on an ASUS ProArt motherboard.
Should it require a second license? Am I missing some parameter? Is this a licensing bug/problem?

No, its one license per machine. Doesn't matter how many CPUs of GPUs are on that machine. The GPUs have nothing to do with the licensing.
