I am rendering a 100 frame jpg sequence of a ball rolling through a static scene (no camera movement) Is it possible to only render the pixels that change per image?

No, unless you render the static scene and the rolling ball in separate layers/passes/whatever-it's-called-in-CINEMA 4D.
