Can the toon shader animate a draw on effect?

I'm looking to take a city and have the lines draw on, starting with a blank scene and have the lines randomly and simultaneously draw on.

You can keyframe the angle_threshold.

You could also try animating a noise, ramp or facing_ratio -> width_scale
