I followed the instructions, but do not see the option under send to. I have saved it under all users on my PC including admin, and no luck, even after a restart.
I notice that my co-worker in Maya has a TX manager within the Arnold tab in Maya 2020. I am using 3ds Max 2021. Too bad there isn't parity between the two software packages. Too bad they aren't owned by the same company ๐

I've seen this glitch before.
Don't worry though!
Make sure you edit the files name so it does not end on .txt.
I can derive from your explorer screenshot that windows thinks its a text file.
Its because you have saved a file called txconverter.bat.txt
Delete the .txt extension so windows recognize this as a .bat file.
Then it should work.
What graphic card do you have, and what's the driver?
I would reinstall the latest driver.
I have 2 cards in my system, a 2080ti and a regular 2080. I have installed and reinstalled Arnold Max2A and Nvidia drivers all morning rolling back versions etc. installing current drivers, etc. just trying to get optix denoiser to work as well. No such luck. I did get the TX conversion to work, but it does give me the error code when it processes each texture.
TX textures in my test scene take longer to process too. I had a simple scene with a render shader ball and it was taking 14 seconds a frame with jpegs. Now it is taking 20 seconds with the same files now converted to TX.
Unlikely, but we'd need to see detailed Arnold logs, with the texture stats.
