In the HotKey editor (Preferences->Interfaces->Hotkeys/Menu Editor) under Menu->Layers you will find the ability to Hotkey many of the layer operations. That said, "Assign" is not currently available as it is not on the main layer menu. I will log a suggestion to get Assign added to the Hotkey editor.
