Problem with Concentric Arc tool

I'm learning to use the Keypoint Curve Tools right now and I've encountered a small problem. While the analogous Parallel Line tool works just fine, when I try to employ the Concentric Arc tool to an existing arc the initial white dotted circle appears but then I'm not able to create the concentric arc from it in any way. In fact I get the notification in the bar at the top of the page that "YOU CANNOT USE THE PERSP WINDOW".  However I'm not in the perspective window, I'm in the Top View and its set to Orthographic View. I cannot enter the position by entering x, y, and z coordinates either.

After much struggling I figured out how it works. You have to create a special window to work within to use the Concentric Arc tool.  

Layouts -> then choose a window to work in. The right upper corner View Cube disappears and then you have a window to use the Concentric Arc with. Works perfectly. When you're done,  click on 

Layouts -> All Windows -> All Windows and you're back in the normal 4 view setup again with your concentric circles done.

Actually you don't even have to do all that; all you have to do is have all four view up; top, side front and perspective and only use top, side and front and you're good to go. Talk about tunnel vision and overthinking a trivial problem.

Yeah some of the old keypoint curve tools only work in the "true" orthographic views.
