Three things to try:
1: Like the previous poster suggested: start with the fillet size value that is much smaller than you want - so you don't crash into the outer fillet you already made. Then adjust the fillet size up.
2: Check positional and tangency continuity on all the vertical surfaces you are filleting. If there is a gap or slight tangency break, fillet will fail.
3: The flat horizontal surface that you are trying to fillet may need to have more "spans" for the complex curve-on-surface loop the fillet creates. It's a NURBS math thing. Use "Insert" on the horizontal rim surface multiple times to create 4-8 spans in both directions. Or untrim, rebuild it with 4-8 spans in both directions, and retrim. If it is truly planar, rebuild shouldn't cause continuity problems.
