Alias can import point cloud data, but not in Recap format. In Recap you need to export the cloud as a .pts file, in Alias use File=>Import->Cloud. I am not aware of a specific limit to the point cloud size that Alias can import...
Depending on the settings the Faro scanner you mentioned can scan 10's of millions of points in each scan, with multiple (hundreds depending on the building size) scans required to capture a building you could potentially have 100's of millions of points...I predict that it will require a very long time to import that size cloud into Alias, and I am not sure what the performance will be like...also, colored scans will not be imported into Alias via .pts format, so the cloud will be a single color.
Why are you importing the "cloud" into Alias? What type of work do you plan to do with the cloud in Alias? The point cloud toolset is quite old and has not been updated for awhile, typical scanners used in the automotive industry now directly output polygonal meshes. Alias has many tools to deal with polygonal data, not so many tools to deal with point cloud data.
