Referencing current UCS when copying and pasting with basepoint

The copy clip command seems to only work properly if my UCS is at World. If I move my UCS to an object and use the copy clip command it pastes the object far from the point from where I have selected. Using the copy clip command with non Advance steel objects works normally. When I paste the advance steel object it looks like it is referencing the world UCS not the current UCS. While I can paste then move and rotate the object to the correct position it is a lot easier to just manipulate the UCS and paste it where I want it. This is happening when I copy clip between DWGs and also in the same DWG. I use copy with basepoint daily and it would be great if this could be fixed somehow.
