Parametric Dimension Improvements

Parametric dimensions should be impoved to a level where you can dimension everything with parametric dimensions.

1. We should be able to create parametric centerlines and dimension from those.
2. Should be able to dimension from arcs and circles.
3. The angle dimensioning should be easier.
4. We should have more options in the dimension style so parametric dimensions will look better (eg, dimension arrows).

5. We should be able to add text to the dimension text that appears with parametric dimensioning. For example we might need to add "NOMINAL" or "TYPICAL" after the text.
