Remove the constraint that a handrail has to be attached to something, or at least make concrete and a Polyline items that a railing can be attached too. In order to attached a railing to a concrete slab or stair, you have to create a dummy object. It seems to me to be a waste of time to have to do this, and it doesn't make sense either.
