Try turning on your apparent intersection OSNAP. This should fix your problem.

I just tested on my side the osnap Grid Intersection and it seems to work correctly for any grid (main axis or secondary).

Please see attached a picture and a small model for test.

Could you please indicate on which AS version are you working ?

Is it happening for any model on your side ?

Also, could you try the following test:

- on a new model, deactivate all snap points

- reactivate only the Grid Intersection snap point 

- test if it works

Didn't track down the problem, but suspecting it's between the chair and keyboard.
