Check your CS orientation for those objects which are showing the side not the top.

Firstly check the plates to identify their CS.

If the CS orientation is incorrect then change the UCS to the correct plane, and use the button on the pallette to Redefine the CS orientation of the plate.

The easiest way to get rid of any CS orientations that have been set accidentally is to remove numbering and renumber. This will get rid of any CS settings, which is normally a pain for me but in this case it will reset them all.

I have attached plate drawings run through my system.  They seem to be working fine.

If you delete your numbering, and re-number I would think your drawings will update to the correct orientation.

Just to confirm, you are using these buttons to delete numbering?

This is what my part CS orientations look like after I delete numbering and renumber.  You can see they are different to yours.

Ok, this would indicate the numbering hasn't been deleted.  Maybe use the toggle button and delete prelim, part and assembly numbers and then run numbering again.

Please change the drawing style settings from "model Z top" to "Horizontal - Object Z Top". This should force the "top" to come from the part and not the model. You will need to re-create the drawings...
