Did you update your drawing? It looks like there is something in the upper left corner. Move it back inside drawing area and rectangle should return to normal.
I used to get this a lot when there was an Orientation mark as part of the detail. Try turning that off -> update the detail -> turn back on if needed.
I have noticed during drawing production that if the scale of the view is to small to accept the position of the labels, I will get that huge green detail frame....
I then scale up the view to a bigger size, delete the labels, and then scale it back to the right size so I can manually replace the labels deleted.
