the files which are sent by Transmittal should be "frozen" as in Reviews

I observed that the files which are sent by Transmittal are not frozen: for example, I sent today the version one of a file to a contractor , or an entire folder but, those files that I sent today are not frozen. If tomorrow I will change something in that folder or the version of a file, that company will not download the initial files, it will download the last modified version.

I think that those files should be "Frozen" like in Reviews tab, when you send something for review, the files remains the same no matter what.

It does not need to be frozen as long as version sent on Transmittal is linked to that Transmittal even after file was updated. I tested it and if you sent file on Transmittal and it was ver 02 and next day you change it to ver 03 then ver 02 is still linked to that Transmittal and that's what is downloaded when recipient hits DOWNLOAD FILES. There is also little "orange triangle" saying "a newer version of this file exists"

So this is all correct.
