Currently, users can create an SCO at the same point in time that they can create an OCO. But if the OCO isn't eventually approved, the SCO shouldn't happen, and yet the documentation has already been generated and send to the sub.
It would be very practical to have a toggle to turn on the ability to prevent the creation (or anything past draft status) of an SCO without an approved/accepted OCO or COR in place.
This can prevent major budget issues and reinforce a proper order of operations when necessary.
