Platform/Storage to store initial and latest data value

Is there any possibility to have a platform to store data (budget) based on Cost Centre selection that will appears in let say, Form with running number C1001. Once C1001 is approved, the value will be deducted and updated in the platform. When user create Form C1002, it will fetch latest data (deducted value from C1001) from the platform. The initial budget is updated early of January every year.
