Add an Issue Notification option so users could be notified when a new Issue is created. Currently, outside of the Assignment and Watcher fields, there are no means to trigger notifications to members of the general contractor who is managing all Issues or interested consultants when an issue is created. Instead it's only if the issue has changed statuses or has been commented on (https://help.autodesk.com/view/BUILD/ENU/?guid=Issues_Notifications). Project teams are worried that people aren't aware of new issues, but do not need to be a Watcher to receive the updates throughout the Issue life cycle.
