We create templates in Issues for punch lists and have different "watchers" and "assigned to" members, depending on the issue type, (Architectural, Civil, Structural, MEP, etc.). When a draft issue is created in the field, we may still want to edit or review it when we return to the office, but members assigned in the "watcher" and "assigned to" fields have already received the notifications. An issue that is in "draft" status should remain unsent like it does in Microsoft Outlook and should not send to anyone until the status has changed to "Open".
