In the Issues module, the creator is currently able to delete issues they have created. This is not preferable, as it can negatively affect KPI tracking.
For example, after the contractor completes the work, the consultant may create multiple inspection issues and require all of them to be resolved before resubmission. The consultant is also working against a deadline to submit the project to the owner. However, if unresolved issues can be deleted, items that are still open may be removed before the due date, which misrepresents the actual status and prevents KPIs from reflecting reality.
