Issue Templates Should be able to be created by a project Member with appropriate Permissions, not just a project Administrator

We have our site teams create templates for issues, but have to give them administrator access to do that.

 

If possible we would like to be able to assign that to Project Member, but restrict it through permissions.

We have the same problem. It will be helpful if the issue template space is outside the issue settings.
