This might be a translation issue, but when processing a multistep assessment the important/main assessor gets 3 options depending on how the system has been setup:
"Send back to initiator" = to refuse the assessment
"delegate" = ask another projectmember to assess in the name of the initial adressed user.
"submit assessment" = to accept the assessment (possibly with remarks)
It would be a lot clearer to communicate to unexperienced users that submitting = accepting. The color of the buttons could be red/yellow/green or the description could change, but at least in dutch this is fairly unclear to the uninitiated.
