Currently in COST, users are required to first create a PCO (Potential Change Order) and go through its associated steps in order to generate an OCO (Owner Change Order). However, in many cases—particularly when the change is already approved or doesn’t require internal pricing review—a PCO is unnecessary, and users simply want to generate an OCO directly. Several users have expressed frustration with this limitation, noting that they are resorting to creating "fake" PCOs as a workaround just to proceed with OCO creation. This adds unnecessary steps, increases administrative overhead, and can create confusion in reporting. It would be a significant usability improvement to provide an option to bypass the PCO step and directly initiate an OCO, when appropriate.
