Handover to Organize Submittals by Spec Number/Section not ID

Both As-Built Exporter and Handover package Submittals up in the order of the non-editable Submittal ID number. 

Handover should group the Submittals, not just by type, but then by Spec Section. I don't need a Warranty piece for an HVAC next to a Lighting Panel - I need them based on their sections so maintenance teams and stakeholders can accurately and effectively get to one they need.

Submittal ID is part of the handover structure when it shouldn't be. Documents are divided per submittal IDs and cannot be organised if submitted separately as there is no edit option. Handover module needs a lot of work to be put into it to make it somewhat useful. At the moment a simple Review with automated copying into a handover folder structure in Files is 100% more clear and useful
