We need the option that external parties can close issues they didn't create.
The best way for this soloution will be to add an additional custom attribute to the issue type which allows to add a member, a role or a company to close the issue. This option also increase the analysis of the issues because the removal company remains in the assigned to field and the construction site manager no longer need to close the approved issues.
