Empty packages in project template

Our clients use packages to signify the completion of a building phase. It would be highly beneficial to have the ability to set up empty packages within the project template. This feature would allow, for example, empty packages to be preconfigured for the completion of each phase:

1. Sketch design
2. Preliminary design
3. Definitive design
4. Environmental permit
5. Technical design
6. Execution design

This would be very helpful. Today a customer just asked, if it woul dbe possible to create packages in project template. The customer has to create many projects and it would save team if there would be a pre-definition of packgaes to use them later automatically.
