It is currently not possible to have a review automatically copy a document if the final approver does not have uploading permissions. This shouldn't be based on the permissions of the approver, but should be system generated. If we don't want to give the final approver upload permissions, we can't configure a review to copy the documents. Then you are left with manually copying the documents, but then markups cannot be copied.
