The Issues filter currently shows all Issue Types, regardless of if the Issue Category / Type is active. Users should only be presented with the Issue Types for which Issues have been created. This would result in far less scrolling for users and provide certainly as to which Issue Types have Issues.
Note: Simply showing only Active Issue Types would be misleading because it is possible that a project may have had an Issue Type enabled for which Issues were created, then inactivated the Issue Type.
