Cost - Change Order Type need the ability to set a default for scope of the PCO.
As a company, we only want to use the Internal (INT) change order types for "In-Scope" PCO's, that bypass the OCO process. If we would be able to select a default Scope for a Change Order type in the settings and templates, this would elevate our PM's from using Internal (Int) PCO's for other Scope types.
