Centralized Custom Fields at Account Level - Issues Module

Custom fields in issues are often used to define lists that are standard across organization, which currently have to be set up individually in each project. 

There should be an option to set up custom fields at account level, which can be used in all projects. This will be especially helpful when changes are done to the standard custom fields which are required to reflect in all project, but currently require manual changes in each project. Having a central custom field option will ensure standardization wherever required.

This would be amazing!  We've had to retrofit multiple things into all our projects and it takes ages - an account level customised field option for Issues would save time...and my sanity!

Yes, our Issues are heavily customized and it's very time consuming to have to go through every project to recreate every attribute.
