Assign issues to companies without members

As a site manager, I want to be able to assign issues to companies without members. Not everyone has access to the project or wants access, as subcontractors are sometimes not so tech-savvy and can work better with a printed report. But for this I need to be able to assign the issues to a company so that I can filter by the company in the report.

In BIM360, issues can be assigned to companies without members. In the beginning, this also worked in ACC, but not anymore

This same request should also apply to plans inside of the schedule module.  As a subcontractor, we are trying to build short term plans that require other subcontractors to complete tasks.  We want to add companies to our project without inviting individuals as members.
