We'd like to have the ability to add subcontractor proposals to bid packages without the system automatically generating a new ITB email to the sub.
My company will occasionally invite subcontractors to one bid package, and they end up bidding more than one. To accurately track received proposals for reports, we then have to add the sub to the all additional bid packages and manually upload their proposal to each one. When we do this, they receive a new ITB email for each package and question why they are receiving the ITB when they've already submitted a proposal. We are experiencing the same issue with projects that we designate as "discoverable in the project plan room" and receiving proposals from subs who were not originally invited.
It would be helpful to have an additional option to simply upload a received proposal without generating a new ITB. Or to be able to add the subcontractor to a bid package and be prompted by the system to choose whether or not we want to send an ITB to them or upload a document/notes.
