Today, there does not seem to be an ability to create a Package and have Photos as a Reference linked to them. This would be a nice functionality to have - seems similar to other modules that are able to Reference photos. I did a roundabout way, by creating an Issue, and then referencing a bunch of photos within the Issue, then I referenced that Issue in my package. This does not fit my vision state for the tool capability.
