Account Admins Edit Non-Active User Information (Cost)

When we add non-active user information in cost, Account Admins should be able to edit the contacts information if there is an error, or if they change their name.  This is particularly important when a generic contact email address is used for a company (EX: customersupport@company.com).  Additionally, this contact information is pulled into contract documents and used for DocuSign, so there is a need to edit names associated to an email address.
