View issues that we are not in flux, general issues created and directed to other contributors

Is there any way for us to visualize all the issues inserted in the project, even those that are not in the workflow?

Anyone that is a project admin can see all issues in the project.

You can also give manage permission, in the issues settings, to someone to manage all issues in the project.
