Build Docs Mark Up Tool missing Camera Icon

I have no idea how this is possible considering it's a web based platform.  We have a hub on the ACC Build Platform.  We've added PDF files to the Build=>Files=>"CampusBuilding A" folder.  When I go to the Docs=>Project Files=>"CampusBuilding A" folder and I look at the PDF, the Mark-Up Tool bar includes the little Camera Icon to "Add Photos".  I have another user on the project that can also see it.  I have one user that can do everything else, but they're missing the Camera Icon from the tool bar.  User has a license for Build.  Has Permissions to the folder.  Can add other mark ups to the PDF, but can't add photos because they're missing just that one Icon.  

Has anyone else ever seen this?  Thanks in Advance.

Does the user has build enabled for this project?

You need to enable build for some functions appear (having a build license it's not enough)

So regardless if  they're in the Docs Module or in the Build Module, if Build was enabled, he needs the Build button on in order to make edits in the Docs Module?

Just want to make sure I'm understanding this correctly.

Exactly!

The photo icon will only appear if the user has the build module enabled. The same happens for some type of references in issues, you can only add photo references to issues if you have the build module enabled.

Seems odd to me but so does the whole revolving door that is/was Project Skyscraper.
