Is it just me?
Yes, unless you do not instal additional russian langugage, cyryllic fonts and set them as default,and restart computer

Setting Russian menu and output in non-Russian Windows :
It can be done using settings from the attached screen captures (answering Yes on 3rd screen capture and restarting computer) and then selecting Russian (Russkij) in Robot Configuration.
