i'm a little confused why you are using worksets if you are the only person
developing this project and that has always been the case, but in any case,
it sounds like somehow you lost your central file and you are working in a
user file. you will need a new central file.
save as>options>check 'make this a central file after save'
this will create a new central file. common practice is to not work in the
central file to minimize the chance of file corruption. because of this,
you will then need to create a new user file using windows explorer. (copy
the central file from the server to your local dive, rename the local file
user, open the user file in revit, pick ok at the dialogue that tells you
the file is a copy of the central and will be a user file. then save this
file locally and save to central.
you can now make you changes.
Please note: this process will re-establish the project sharing condition.
anyone previously working on the project will need to create their own user
file from the new central.
best wishes.

when in the worksets there was a error that said there is no central file.
There are not any other users working on this project and i still get the
error Can't obtain permission to edit the element:The central file is
inaccessible. You can check out worksets at risk, but consider carefully!if
have any ideas to fix this please post.
thanks
