what is wrong with my plotter?

Hi All

I have one problem with my drawings. I set up everything on Oversize B size drawing and plot. Preview shows a perfect fit drawing and the plot comes out to big(it don't fit on paper). We have the same problem with the old plotter too.
Where is the error?

Double check all your settings with attention to "scale size" or "fit". Also
check if your "Windows" printer drivers are current.

Yes I did check all the settings. Scale,fit. Also the driver is updated. I have no idea what is wrong.
