Civil 3D 2013 Installation failure

I have tried to install the new Civil 3D a lot of times but I always get the same problem:

I've alredy uninstalled Net framework and removed the previous version, Civil 2012, which had been working perfectly fine.

Your product is failing to install because the prerequiste program required by the installer is newer than the version being installed. Please uninstall the prerequisite program causing the issue and run your installer again.

.NET Framework issues can be resolved using the .NET Framework Cleanup Tool. More information about this tool can be found at my discussion thread here:

I used the tool you recommended and I also disabled my antivirus and the User Access Control. On the other hand I had uninstalled all the Net Framework programs before. However I still have a problem:

.NET Framework Runtime 4.0 Language Pack.

 

Try to update this manually from Windows Update, or modify the setup.ini file (advanced) to remove the check for this prerequisite.
