2011 Cascade Sequence Issue

Recently Autodesk Product Support was asked how to get AutoCAD 2011 to cascade, or pull, a Civil 3D license when the AutoCAD pool was empty. AutoCAD 2011, or any year of that product, does not cascade to Civil 3D in anyway. I have included a link to the current and the previous years cascade link below for review.

I am currently having a problem with this.  We have Inventor Suite installed on several workstations.  We have several Suite licenses and one Pro license.  When a Suite license is unavailable, users are not able to pull a Pro license.  Suggestions?

Inventor will only pull a Pro license if a Pro module has been activated in Inventor.  License file cascades down to the cheapest available license.
