Using the "File>Export to AutoCAD" command gathers in all of the external references used as blocks beautifully. The problem I have is each xref is duplicated in the new file as a block the exact number of times that paperspace viewports exist. Any ideas?
That is nasty, maybe detach the or unload the xref, run the export, then
reattach or reload?

Another option is to open the Options dialog, look in the AEC Editor tab,
uncheck the options in the Export to AutoCAD section.
Thanks so much for the ides. If I detach the xrefs, I can then insert them as blocks and that seems to work well. The export command no longer creates duplicates, however, it is cumbersome to do with dwgs that have 10 different xrefs. I also tried the buttons in the AEC editor. None of the buttons gave the desired results, but I did learn some new things.
