Creating references

I have noticed a strange problem in Vault:

Let's say that two users are connected to the same project simultaneously.
One of them adds a new drawing to the project, and exposes an alignment from
that drawing. The other user can see the new object by right clicking on
either the "Alignments" collection for the project & clicking "refresh", or
by refreshing the entire project. The problem that I am having is this:
the other user can SEE the new object on the list, but can not create a
reference to it. Attempts to create a reference actually end up creating a
reference to some another alignment in the project that was already present.
If I am already logged in to the project when a new object is added, the
only way that I can create a reference to that new object is to log out of
the vault and log back in.

Does this happen to anyone else?

I've seen it when the Project.XML wasn't updating like it should. I actually
have a documented case of the Project.XML and Prospector completely
disagreeing on where a shortcut is coming from. I _think_ it's due to some
lags in Vault/Project.XML updates.
