Envelope Icon near Crosshairs

I have recently been fighting an override of some sort that doesn't want to go away. As an example, for basic copy command, I would normally select my object to copy, type C, hit the space bar, and select my object again to copy to new location. With this override, I select my object, type C, hit the space bar, and in the command line, this appears:

Command: c COPY 1 found
Current Settings: Copy mode = Multiple
Specify base point or [Displacement/mOde] : c
Or for a PLINE it would look like this:
Command: pl PLINE
PLINE Specify start point: l

It doesn't allow me to continue doing my commands. I have to escape out of the command and then try it again slower. When I do it really slow, it does the command just fine. I have no idea what variable I changed or what it's even related to. Help! It's incredibly annoying and makes me feel almost paralyzed when trying to do my work!

Also, at one point when I did the above, I had an envelope appear to the top right of the crosshairs. It happened when I typed F10 (to turn polar tracking on). When I tried typing F10 again, it wouldn't get rid of the envelope and I still have the issue even once the envelope goes away (seemingly at random).
I know this has been asked before, but the prevous resolutions have not worked and it seems like nobody knows whats going on...

Have you installed the latest service pack?

Yes, I am on a company server and we should be all up to date. We all just got upgraded to 2013 but I've had the same issue with older versions of AutoCAD.
