My setup with drawings has title blocks, dimensions, etc in paper space.
I always have it setup to match the scale of the viewport so it measures correctly.
The last couple of projects, I can't get the dimensions to scale properly, it ends up measure 1 - 1, instead of 30 or 40, however the scale I set.
I try to change it in the format dimension style, not luck. It seems all my settings in the drawing are correct.
It sounds like you are dimensioning in paperspace. There's a system variable that affects whether it reads the paperspace or the modelspace points, but it escapes me at the moment..
Make sure the DIMASSOC system variable is set to 2 and you are in fact snapping to model space entities.
Check out DIMLFAC, which stands for something like "Dimension Line Factor".
Type "DIM" to start the Dimension command.
An option will be offered where you type "V" for "View" and you select the Viewport you'll be dimensioning.
You can type "DIMFLAC" first, but unfortunately, "V" won't be offered.
So, type "DIM" first.
With this command, it is easy to have many Viewports, each with its own scale.
