Yes its on. The drawing is too big to post here but i'll see what i can do.

I'm currently having this same problem. The viewport layer is on and unlocked. The viewport is on. I have verified that the copy function is working by drawing a line on the same layer as the viewport and that line will copy and paste fine, but the viewport never gets to the clipboard.
