Manual configuration can be problematic, is there any tools in 3dsmax for python developer to download and install external library, just like pip?

Something that topic doesn't mention is that you need to meet the build requirements for numpy, which include a Fortran 77 compiler.  Without it, the build will complete, but those modules that require the Fortran 77 compiler will not be present.  See https://docs.scipy.org/doc/numpy-1.13.0/user/building.html

i have been experimenting with this and pip seems to only work with some wheels, not all

ex. I have yet to get numpy working in max 2018
even with the recommended visual studio installed
