Clear Temporary library

Did anybody find a way to clear Temporary library via maxscript?

If you mean the "Temporary Library" which shows up in the Slate Editor at the bottom of the list in the left hand panel then why would you want to? That is 3dsmax.mat - if you don't want to see it then just rename it and it won't load automatically. There are plenty of threads around specifically asking where to find it - so renaming it will still allow access to it if required.
It is located in the materiallibraries folder of the current project. You can't close it from within Max - there's no "Close Material Library" on its right-click menu, so even if you removed the contents, it would still open.

I'm managing there some tempMaterials. I found workaround to solve my issue.

The 3dsmax.mat is probably created on scene save, which I'm not performing.

Material Libraries are basically just Collections, so you can iterate over them like any other, though if deleting items it's best to work from the top down (by index number). Having just tried this, you can actually open it twice and the changes will show up in both.
Btw, it's nothing to do with scenes (that's Scene Materials) - 3dsmax.mat is (or at least was) provided as part of a standard install, hence the suggestion of making a copy so you don't lose it.
