C# WPF popup issues

The head is cracking and my imagination ran low... What can be wrong? In older plugin version - no problems (used "old school" model with code behind (C# WPF). New version - MVVM pattern.

Problems with all popups (custom tooltips (even standard), notifications and context menus). Popups show shifted concerning cursor position (center) in Max 2013! Other Max versions - Ok. Control/data templates - the same as previous versions.

The same issues in Win 7, Win 8.1, Win 10.

.NET Framework 4.6.2, C# 7.1, VS2017 v15.5

P. S. The same with DragDrop info in Adorner layer... And yes, no issues in Max 2014, 2015. Only Max 2013.

I hate when the problem is solved, and I can not understand why.

I rewrote from scratch UserLibrary all Views xaml and problem is solved. In my understanding, the xaml is interpreted not by Max, but by Windows... 🙂 So it remains unclear why only in that version (2013).
